近日，有两名持有有效的中国护照的中国人“张”和“舒”在进入印度曼尼普尔之后，被当地的警察分局逮捕。

来自德里大学的中国朋友请求我帮忙。随后我与两位在曼尼普尔邦被拘留的中国人通了电话，并向警察局了解情况。同时也把这个信息转达给曼尼普尔的首席部长，他也是该地区的内政部长。

＂根据规定，中国人需获得内政部许可才允许去往该地区＂，警察的答复。

19点40分，我被告知，这两名中国人已经被当地朋友带离警察局，另外他们两人将在曼尼普尔邦的因帕尔等待法院进行审讯后才能离开当地。

在此，我诚挚地期望印度总理莫迪能尽快取消这一针对中国公民在印度的限制政策，同时希望曼尼普尔邦议会可以将此议题列入推进纲领。

真切希望能有更多中国人可以到曼尼普尔来。

曼尼普尔邦（Manipur）是印度东北的一个邦。该邦过去曾经是阿萨姆邦的一部分，成立于1972年，东以缅甸为界，西与阿萨姆邦相连，南以米佐拉姆邦毗连，北同那加兰邦接壤。

在曼尼普尔语中，该邦名称（mnipur），意为“珍珠城”。尼赫鲁称其为印之珍宝。1947年8月11日，曼尼普尔从英国占领下独立，1949年9月21日，曼尼普尔国王巴格亚昌德拉被迫将曼尼普尔并入印度。

Two young chinese foriegn nationals - (i) Zhang, and (ii) Shu - are now in Singjamei Police Station of Manipur under PAP (Protected Area Permit) of Government of India. The two young Chinese foreign nationals have their valid official Chinese passport.

I am approached by my Chinese friend, an alumnus of Delhi University, to help them. I had a telephonic conversation with the two Chinese nationals and told them that I had already communicated the message to the Chief Minister of Manipur who is also the Home Minister of the state.

I talked, on phone, to one policeman in the police station and enquired about the law under which the two Chinese foreign nationals were kept in Singjamei Police Station of Manipur, and his telephonic reply to me was that it was under PAP (Protected Area Permit). The policeman asked me to come to the police station. I replied to him, "I am speaking from Delhi. I will speak on this to the Chief Minister (of Manipur)."

Later, around 19:40 hrs today, I have been informed that the two Chinese foreign nationals have left the police station. The two will be produced in a lower court in Imphal, Manipur.

In this regard, I urge the Prime Minister of India Shri Narendra Modi to remove such oudated and discriminatory policy (under Ministry of Home Affairs, Government of India ) called PAP from Manipur for foreign Chinese nationals so that without a prior permit of PAP, the Chinese President can also come to Manipur.

I also urge the Chief Minister of Manipur Shri N Biren Singh for a humanitarian help to ensure safety and dignified release of the two young Chinese nationals and also ensure in getting PAP removed from Manipur for Chinese foreign nationals by sending a Cabinet note to the Union Home Ministry for its withdrawal.

For a realistic Act East and deeper India - China relationship and cooperation, PAP against Chinese foreign national's entry to Manipur must be removed immediately.
